Dear Sir/Madam,

Catron County is currently engaged in revising its Comprehensive Land Use Plan (“Comprehensive Plan”), a process which occurs approximately every fifteen years. As Comprehensive Plans are used to guide County decision making to reflect the desires of the Citizens of Catron County, public involvement is an extremely important component of the revision process.

This letter begins scoping for the Plan, which is an early and open process for identifying actions, impacts, issues and recommended alternatives for solutions to be addressed in the Plan. Scoping requires involvement of the Comprehensive Plan revision staff, members of the public, and public agencies in focusing the scope of the document by identifying issues of concern for detailed evaluation and consideration, while eliminating issues of minor relevance, and ideally identifies the most important items for detailed assessment.

Below are known issues to be addressed.

Impacts on:

  • Use, availability and quality of water
  • Supply and markets for timber and wood products
  • Range and livestock forage availability and quality, permits
  • Wildlife, outfitting and hunting
  • Economy, including tourism and recreation
  • Other natural resource uses such as mining and off-road vehicles
  • County infrastructure such as EMS, law enforcement, fire departments, roads, solid waste.

Scoping comments will be accepted during the 55 day period from February 5, 2007 through March 31, 2007. Additionally, public meetings will be held during the week of February 5 through 9, 2007 at six locations around Catron County. Comments must be submitted in writing, and may be mailed to Lif Strand, Catron County Comprehensive Plan Revision Staff, HC 32 Box 312, Quemado NM 87829, or emailed to cccp_scoping@catroncounty.net or faxed to (505) 212-0108. All comments will become part of the public document and will be available for public view. Comments must be received on or before March 31, 2007.

Copies of the 1992 Catron County Comprehensive Land Use Plan may be obtained at the Catron County Commission office for a fee of $20 ($25 if mailed), may be viewed at no charge at the Catron County Commission office, or you may access the 1992 version at no charge at www.catroncounty.net/cccp.

The revision of the Comprehensive Plan will be completed and made available to those who have submitted comments and to those who have requested to be included on the revision project mailing list for a fee of $20 ($25 if mailed). The Plan will also available to view at no charge at the Catron County Commission office, or may be accessed at no charge at www.catroncounty.net/cccp. Completion of the revision of the Comprehensive Plan is estimated to be in July, 2007.
