Wolf-Animal complaints received as of 02-04-07; 58 – wolf related 35 = 23 non-wolf related of total complaints, of the 23, 10 are “Unknown”, 4 motor vehicle, 2 bears, 2 coyotes, 1 dogs, 3 natural, and 1 open case.

Un-reported wolf incidents to county, but reported to USFWS: (2) Dogs attacked by wolf resulting in injury, (1) one of these dog attacks occurred with an 8 year old child present, investigated by USFWS.

 

Complaint received; Notification to ranchers of dead livestock located by IFT, GPS wolf locations are not made in a timely manner, complainant stated that 15 lapsed before notification and the livestock remains were to far gone to make any confirmation of predation of wolves.

One New and Two Revised Standard Operating Procedures from the Mexican Wolf Blue Range Reintroduction Project Adaptive Management Oversight Committee

Three Adaptive Management Oversight Committee (AMOC) Standard Operating Procedures (SOPs) for the Reintroduction Project were uploaded this morning to the Project's website, at http://azgfd.gov/wolf. Two are revisions of existing procedures; one (SOP 0.A) provides a list of the existing SOPs and the other (SOP 0.C) provides a list of key contacts in the Project. The third one is a new SOP, 26.0: Location Dissemination Guidelines.

SOP 26.0 addresses how the Project will disseminate wolf location information until further notice. It has been under development for quite some time, with changes being made to address each new challenge presented by the desire to be forthcoming about wolf locations, yet protect wolves from harm and ensure that people do not mistakenly conclude that today wolves are where they were yesterday.

Regardless of the available wolf location information, people using the BRWRA are urged to consider that Mexican wolves might be present anywhere in the area at any time. Information that can reduce the possibility of undesirable interactions between wolves and humans, livestock, and/or pets is available from the Reintroduction Project at http://azgfd.gov/wolf and at 1-888-459-9653.

Background

Mexican wolf location information is desired by the public for various reasons. Grazing permittees want it so they can minimize contact between wolves and livestock. Recreationists want it so they can seek out (or avoid) wolf-occupied areas. Location information has other legitimate uses, too, but could also be used to harm wolves. The Reintroduction Project's challenge is to ensure that legitimate needs and desires for information are met, without placing wolves at risk.

Mexican wolf location information comes from a variety of sources. Weekly monitoring flights gather data from radio-collared wolves. IFT ground-monitoring yields information on collared and uncollared wolves. Reports from cooperators and the public also provide useful location information. All the available information is analyzed constantly, to provide the best possible location information for Project use and (within limits) for the public.

The Reintroduction Project will now provide the public with information on wolf locations as outlined in SOP 26.0, with the following caveats: (1) inclement weather can limit the availability and quality of location information; (2) location information is largely limited to radio-collared wolves and uncollared wolves that are associated with them; and (3) wolves are mobile, so wolf location information tends to be outdated from the moment it is collected. Again, the prudent assumption for any person is that Mexican wolves might be present in any part of the BRWRA at any time.

Location information will now be provided to the public at two levels: (1) To provide the best available general location information to the public, the Reintroduction Project will now post approximate wolf locations from weekly monitoring flights at http://azgfd.gov/wolf within 48 hours of each flight. However, as requested by the White Mountain Apache and San Carlos Apache tribes, the Project will not post or otherwise provide to the public any wolf location information for the Fort Apache Indian Reservation and San Carlos Apache Reservation. (2) The IFT will also continue to provide more specific wolf location information to people who seem likely to be directly affected by wolf behavior, including livestock depredation. When a "need to know" situation develops, the IFT will make immediate contact (i.e. within 24 hours) to ensure that the person is aware of the situation and what the IFT will do to remedy it, per SOP 13.0: Wolf Control. Telephone, email, and/or personal visit will all be used as necessary to make this contact. Examples of "need to know" situations include: (a) wolf or wolves known to be near livestock; (b) depredation incident with wolves and livestock nearby; (c) nuisance incident pursuant to SOP 13.0; and (d) IFT engaged in wolf control action pursuant to SOP 13.0. During denning and rendezvous season (April 15 - July 30), the IFT will also continue to discuss wolf locations with specific permittees and landowners, as necessary, in addition to providing more general locations through the routine weekly postings at http://azgfd.gov/wolf.

During a two-week transition period beginning next week, the IFT will continue to call individuals who have been receiving weekly location updates by email or phone to apprise them of the change in delivery mechanisms.

AMOC is very well aware that availability of wolf location information is controversial, especially when wolves disappear mysteriously, or are killed illegally. Too often, however, accusations fly that release of location information to certain segments of the public results in unlawful killing of wolves. However, the fact is that to date law enforcement investigations have not linked a single wolf killing to Project dissemination of location information. Also, it is clear that people whose living depends on pursuits that can be affected by wolf presence need timely location information so they can decide whether to take measures to reduce their risk of loss, for example by moving livestock to a safer place or asking the IFT for assistance hazing the wolves.

After carefully considering the relevant factors, and vetting various alternatives and drafts with their agency Directors, AMOC has approved SOP 26.0 in its current form. If these guidelines prove through experience to need further adjustment, we will do that. As noted in the SOP, if law enforcement issues dictate, the Reintroduction Project will suspend these guidelines and cease providing wolf location information to the general public while it formulates new guidelines. If that happens, location information will still be given to specific individuals in as much detail and as quickly as the situation warrants.

SOP 26.0 will be in the agenda for the next Reintroduction Project Adaptive Management Work Group (AMWG) public meeting, on Saturday, April 21, from Noon to 3:30 pm, in the Bayard Community Center, Bayard (near Silver City), New Mexico. Anyone who has questions or concerns about this SOP (or any others) should attend that meeting to make them known. AMWG meetings are open to the public, and state, federal, tribal agency cooperators in the Reintroduction Project are represented at each meeting. These meetings are part of AMOC's ongoing commitment to keep the public informed on issues and actions pertaining to the Mexican Wolf Blue Range Reintroduction Project.

Information about Adaptive Management Work Group public meetings and other issues pertaining to Mexican wolf reintroduction is disseminated electronically through a self-subscription newsletter, Endangered Species Updates.
